February 2nd, 2011 TTAVC Article on CCME

 Ok, buckle your seat belts.  This blog is gonna be detailed and requires perusal.

This blog addresses the Citron's hit piece claim that CCME's work with the TTAVC is not exclusive and the TTAVC is some insignificant entity/relation to the Ministry of Transportation (a federal level ministry in China).

First off, here's the actual statement from the Ministry of Transportation of the stated contract with TTAVC:

This above, dated Nov. 6th, 2007, is as blatant as it can be.  The statement reads, "Fuzhou Fenzhong (aka CCME) is the sole strategic partner of TTAVC, all bureaus nationwide should cooperate."

Furthermore, this cooperation was noted in front page news on the official Ministry of Transportation newspaper 中国交通报. , dated Nov. 8th, 2007,

BTW, this paper's name is mis-translated by the Commies as China Communications News.  The more proper translation should be China Transportation News.  This word 交通 has dual meanings - communication or transportation.  Back in Nixon/Mao days, these Commie folks screwed up, IMHO.  When you go on the website link I provided to the online version of the "China Communications News", everything is about roads, buses, subways, toll roads, shipping, etc.  Nothing about Communication, it's all Transportation. 

Sigh...  Chinglish.

Anyway, in the last sentence of the above clipping, the news article states specifically "此业务由我社声像中心具体负责".  That phrase, in transliterated form is, "the CCME system implementation (此业务) will be my TTAVC (由我社声像中心) practically in charge "具体负责".  The TTAVC is the Transportation Television Audio Visual Center.

Transliterated to translated:  The CCME bus AV system implementation will be under the responsibility of the TTAVC, which is under the authority of the China Communication News Bureau, the official mouthpiece and a bureau under the ministry of Transportation.

Subsequently, in Sept. 2008, the TTAVC worked with CCME and the same newspaper announced that CCME TV/GPS systems will be installed on 1000 inter-city buses in the Beijing area.  That's what this next news clipping from the same Ministry of Transportation newspaper says.


Here, CCME is now known as Fujian Fenzhong, rather than Fuzhou Fenzhong.  BTW, they're all the same company...  See this piece of research.

The TTAVC is the audio visual arm of the Ministry of Transport.  The authority to advertise and install the system is granted by the Ministry of Transport.  That granted authority to CCME is both explicit in the stamped contract and implied by by the newspaper clipping, which is completely consistent with CCME's management claims.

Citron Research's statements about TTAVC and CCME's relationship with the Ministry of Transportation are contradicted by the evidence provided.

Get real! Your translation of China Transpotation Newspaper to "China Communication News Bureau" means you want to delibrately deceive anybody who can not read Chinese. Go to China MOC site and see whether this so call TTAVC has any direct linkage with MOC. It's remotely affiliated with MOS though a newspaper agency which itself has not so important role in MOC daily business. Here is the link!
